Over the years, due to various initiatives and due to general requirements, a number of IT systems have been built or acquired at the Agriculture and Fisheries Regualtion Department (AFRD) within the Ministry of Resources and Rural Affairs (MRRA). These IT systems were procured directly by the department or donated by other organisations, namely, the Food and Agriculture Organization of the United Nations (FAO). Some of these systems are critical to the Agriculture and Fisheries Regualtion Department, however most of them are standalone, using old technology, and their data is not shared with other sections within the same Department. It is the aim of the MRRA to implement sound management and ensure the sustainability of living marine resources in fishing waters. The Fisheries sector is also governed by EU rules and regulations. The AFRD within the MRRA needs to implement automated systems to improve control, management and abide by the EU regulations. In such a scenario a fisheries management information system needs to be procured. The required ICT solution shall be in line and in accordance with EU Regulations and local legislation. The successful bidder is expected to conduct an analysis study to calibrate the proposed ICT solution with the AFRD requirements, EU and local legislations requirements.
