University Hospitals Bristol NHS Foundation Trust has a requirement for a Diagnostic Image Viewing and Management System for Paediatric Congenital Cardiology. The UH Bristol Paediatric Congenital Cardiology Service requires a specialist image viewing and management system to review and analyse fetal and congenital echocardiography, including the 3D and 4D echocardiograms and angiograms from the Hybrid Cath lab, and linked to the Trust's PACS/UPACS for the storage and retrieval of images. Key Requirements include but are not limited to: All studies should be secured directly and automatically to PACS/UPACS from the selected system. All images captured from any department modality should be available to review and analyse from any suitably equipped and licensed workstation. Workstations must be available for review to allow all modalities to be free for the capture of new studies at any time. The proposed system will be required to legacy load image data from DVD media (produced on the modalities listed above) and to review and analyse these images prior to committing them to the Trust's PACS/UPACS. All images from modalities must be available by direct access from all suitably-equipped locations. The proposed system must support best-practice in all aspects of the image capture, analysis and storage process. Demonstrable use of the proposed system in an healthcare environment is required. The system will provide a single focal point for the conduct of MDT activity, with administrative tools that allow the MDT coordinator to pre-populate and/or abstract content if required, as well as direct access to all relevant content on the department's modalities and the Trust's PACS/UPACS systems. The system would allow relevant studies to be stored and viewed as required, preferably via direct upload and not via mobile media storage. The Trust requires a system that will allow clinicians to retrieve and analyse images captured and held on the department's various echocardiography and angiography modalities and on the Trust's PACS and UPACS image archive systems, and to commit post-processed images to the Trust's PACS and UPACS systems in generic DICOM format. The Trust is looking for Strategic Partners whose chosen solutions must be adaptable or extendable to meet the future needs of the Trust. The Trust therefore reserves the option to utilise additional existing and future functionality provided by the chosen supplier. The chosen solution must be scalable or otherwise adaptable to meet the needs of a possible future enlarged Trust that may arise as a result of any local NHS reorganisation. Appropriate supporting services, including possible integration with systems not currently managed by the Trust, would need to be provided. The solution must also be flexible in response to any future physical development of the Trust's estate which may impact the size or geographical spread of the Trust's premises. The system must conform to all of the Trust's Statutory, Information Governance and Data Protection requirements.
