The purpose of this Notice is to invite organisations who are interested in delivering new approaches to Care at Home in the City of Edinburgh to put forward ideas which the Council may wish to trial. The Council is tendering for Care at Home services for the City (PCS reference DEC228387) to support older people to have a good quality of life in their own homes for as long as possible using an outcome based approach to care provision. In addition to this tender, the Council is also seeking offers of service from providers with new and innovative ways of delivering these services. In particular, the Council is interested in services which can provide efficiencies in operational delivery, enhance capacity and help the Council to meet the future demand for a growing elderly population. These could include services which involve the increased use of technology; offer a more joined-up approach with other existing support services; and have a particular focus on prevention and the maintenance of independence. The opportunity to trial such new approaches will be on a small scale with the maximum limit being set at 10 % of the overall delivery of Care at Home services per Neighbourhood Partnership — approximately 275 hours of service delivery per week per Partnership or c. 3 000 hours per week city-wide. There will be the potential for a trial to be tested simultaneously within several different areas. The estimated length of any trial for such services would be up to 3 years. Any interested parties who note interest will be asked initially to complete a short summary of their idea on a pre-determined format and submit these to the Council. Where there are a number of proposals, the Council will consider the most appropriate route for progressing — this may include entering direct negotiations or seeking formal tender applications without further advertising. In the consideration of all proposals, the Council will put particular emphasis on how the provider will ensure the operational delivery of its proposed service model; the performance management of the anticipated service volumes to be delivered within the proposal; and fair working practices for its care staff.
