Portsmouth City Council is currently undertaking a feasibility study into the potential use of mobile and semi static camera systems in the field of parking and traffic regulation enforcement. It is envisaged that a system will be procured which enables contraventions associated with various traffic regulations as set out in the Transport Act and the Traffic Management Act to be more effectively enforced than is at present possible through pedestrian enforcement. We are interested in any type or configuration of camera equipment and accompanying data management software which is DfT compliant (i.e. constitutes a DfT “Approved Device”) and enables the council to achieve the following for at least a zero net cost over the life of its operation: — Road safety improvements, particularly for the most vulnerable members of our society, — Better access for buses at bus stops, — Improved journey time for public transport, — Congestion relief for public transport. Such a system must be: — Efficient (in terms of resources required to operate it), — User friendly, — Able to integrate with the council’s Parking Enforcement IT System* and other related IT platforms such as the council’s CCTV operation.
