Parliamentary ICT (PICT) – “The Authority” - on behalf of the House of Commons and the House of Lords is seeking to put in place a framework for the provision of a Managed Service solution for its wired and wireless data and voice network encompassing the design, supply, installation, commissioning, maintenance, support and management. The framework will encompass two Lots, with a single Supplier for each Lot, or a single Supplier for both Lots. Lot 1 would be the provision of a Managed Service for the following: — Data Switch replacement (approx 12 000 ports), — Telephony System replacement (approx 6 000 ports), — Network Access Control. Lot 1 may be expanded to include the following services during the life of the framework: — Unified Communications, — External Network Services, including calls, — Internet Access, — Remote Access Services, — Convergence of other parliamentary networks. Lot 2 would be for the provision of a Managed Wireless Data Network, including guest access. The successful Supplier(s) will provision and manage a new wired and wireless data network and new voice services for Members and staff of both Houses of Parliament and their visitors. The new network infrastructure must be resilient and have sufficient capacity to carry additional network traffic at a later date. This will allow Parliament to achieve its long term vision of network convergence and delivering the strategic aim of enabling “To connect Members, the Public and the Administration to the information and services they need from anywhere, at any time and from any device; to reduce the cost of ICT; and to provide new opportunities and pathways for greater efficiency and effectiveness for Parliament”. The Supplier will be expected to demonstrate value for money, plus the capacity for flexibility, innovation and continuous improvement throughout the life of the contract, together with the ability to manage the planned/unplanned small and large scale changes. It is expected that the implementation programme will commence in September 2012 and completed by March 2014. The framework term will be at least 4 years.
