Under the “China Climate Change Framework Loan” from the European Investment Bank (EIB), GUANGDONG YUENENG (HOLDINGS) CO..LTD.& GUANGDONG YUENENG Wind Power CO..LTD. (hereinafter referred to as the “Tenderee”) has applied for an allocation amounting to Euro. 25,000,000.00 or equivalent currency amount from the Ministry of Finance of The People's Republic of China to build Zhanjiang Xuwen Dengloujiao Gancheng Wind Power Farm (hereinafter the Project) with Maximum 25 sets for total capacity of 49.5 MW, and the Tenderee intends to apply all the proceeds of this loan to eligible payments under the Contract for which these Bidding Document are issued. CMC International Tendering Corp.. (abbreviated as “CITC”) entrusted by the Tenderee as tendering agent now invites sealed bids from bidders from all countries for the supply and delivery of equipment and services specified hereinafter for the Tenderee to build the Project consisting of maximum 25 wind turbines (details as per Volume II Technical specifications of Bidding Document). The implementation period of the project is from Dec. 30, 2011 to Dec. 30, 2013. The basic qualification for bidder is as following: a) Bidder shall be the manufacture of wind turbines, who produce of wind turbines with the model no less than 2000kW; b) The model of wind turbine for this bid should hold the type certification by IEC standard from the authorized institution (as Germanischer Lloyd etc.), and provide the copy of certificate of certification with the bids; for direct drive turbine, the bidder shall provide the commitment in order to prevent the risk of demagnetization; c) The model of wind turbine (or with the same capacity machine) offered for this bid should successfully have passed the 240 hours test running acceptance (commissioned at previous wind farms), and has at least continous 12 months experiences and record of regular running with total volume no less than 96 MW. The bidder shall provide the evidence document, which shall have the seal and signature from power company and including the model of turbine, start time of business running and annual generation quantity (the evidence document may use signature only in case from outside of PRC). The major criteria to be used in the tender evalution are as per tender documents, are as following: — Pursuant to ITB Sub-Clause 30.3, the cost of all quantifiable nonmaterial nonconformities or omissions from the contractual and commercial conditions shall be evaluated. For the missing items, the Bid Evaluation Committee will add the highest offer of the same item among the effective bids to the total bid price for the purpose of ensuring fair comparison of Bids. But, if aggregated missing items are more than fifteen percent (15%) of total items, the bid will be rejected. Besides, the total bid price shall not include any items or quantities beyond the requirement of the Bidding Document; otherwise, the offer on such items or quantities will not be deducted when evaluation, — Deviations from the Terms of Payment specified in TCC Clause 4, are not permitted, — Deviations from the Terms of Delivery Schedule specified in Section V. Schedule of Supply, will lead to the adjustment of the evaluation price. 0.2% of total price will be added for every one week late delivery. But late delivery (deviation) more than 8 weeks will lead to the objection of bid, — The total cost for mandatory spare parts shall be included in the bid price, while cost for recommended spare parts shall not be included in the Bid price and shall not be considered in bid evaluation. Pursuant to ITB Sub-Clause 39.1, the Tenderee will select all or any of these spare parts during contract negotiation and the total price of the selected parts shall be included in contract price, — For each year during the last three (3) years (year 2008-2010), — average annual turnover for last three (3) years (year 2008-2010) of shall be 2 times or more to the bid price, — The ratio of the current assets to current liabilities shall not be less than 1, — The establishment of the Bidder shall be for at least three (3) Years. The contract will be awarded to the bids, qualified and lowest cost of kilowatt / hour. Interested bidders are kindly requested to contact CITC for obtaining hardcopies of the Bidding Documents between 9:00 a.m. - 11:00 a.m., and 2:00 p.m. - 4:00 p.m. in Genertec Plaza, No. 90, Xisanhuanzhonglu, Beijing until Feb. 16, 2012 (Saturday, Sunday and holidays excepted), upon non-refundable payment of CNY 15,000.00 or US$ 2,380.00 (including 17% V.A.T.) for one set of the Bidding Document. The electronic as PDF version of the Bidding Documents will be sold at CNY 1,000.00 or US$ 120.00 (including 17% V.A.T.). CITC and the Tenderee will not be responsible for any costs or expenses incurred by bidders in connection with preparation or delivery of bids. All bids must be accompanied by a bid security of strictly not less than USD400,000 or RMB 27,00,000 fulfilling the conditions indicated in the Bidding Documents, and must: Be delivered in closed envelopes in person to the following address at or before 10:00 am (Beijing Time) on Feb. 20, 2012. Personally delivered bids received after this date and time will not be accepted and will be returned unopened.
