Under the Development Agency Framework Agreement (Intermediate Housing) it is envisaged that the successful development agent will be instructed from time to time to provide the services set out below in connection with developments comprising of a range of intermediate housing solutions (including, but not limited to, HomeBuy housing, housing for rent, and housing for sale). The services the development agent will be required to perform are summarised below: pre-acquisition services - site appraisals/feasibility studies - working up detailed design proposals (with appointed consultants) - supervision of and advising on the - planning submission for each scheme post acquisition/pre-contract services - procurement of additional consultants (as required) - procurement of developer partner/building contractor post-contract services- representing the client on-site during the construction phase - arranging and monitoring a handover and post contract defects service general services - preparation of and submitting claims for Grant funding; to the HCA, local authorities and similar bodies - community, resident and key stakeholder engagement - preparation of board reports and other management information for the client. The Framework Agreement will be in place for a maximum period of 4 years, however instructions/commissions called-off under the Framework Agreements may, where appropriate, continue beyond the 4 year term of the Framework. Under the Framework Agreement Westminster Community Homes (WCH) will have the option to instruct the development agent to provide services as and when required by issuing them with a separate Brief/letter of instruction. Westminster City Council's (the Council) soon to be created Development Company (DevCo) will also be entitled to call off commissions with the development agent under the Framework Agreement as and when it requires services, as will the Council and all other subsidiaries or associated companies of the Council, WCH or DevCo (both those that are in existence now and those that may be in existence in the future). Applicants should note that, under the Framework Agreement, none of the entities that are entitled to call off shall be under any obligation to do so.
