The Provision of RAF Secure Management Radio Equipment (SMRE) Capability.

Portable radios. Radio transmission apparatus with reception apparatus. Radio-frequency booster stations. The Authority has a requirement for RAF Secure Management Radio Equipment (SMRE) capability to be provide either by partial or whole replacement, or upgrade or continuation of, the existing in-service capability. The purpose of SMRE is to provide airfield ground management allowing Air Traffic Control (ATC) to direct the safe movement of vehicles and personnel on the airfield manoeuvreing area. It is also used in a secondary role to provide direct communication between ATC and support sections (eg guard service, medical centre, refuellers and fire crews). There is also an optional requirement for the continued support of the existing Leaky Feeder system to be provided under each replacement method described above and the strategies described below. The Authority considers that there are three strategies to provide the capability each of which must be interoperable in the secondary role (above): 1: Replace the existing portable two-way radio handsets (Philips Telecom* PRP73/PRP78) and modify the existing base station unit (Philips Telecom* PRF2000) and controller unit (Philips Telecom* M15) to include a suitable encryption so as to provide secure speech capability compatible with the new two-way radio handsets; 2: Replace the Portable fleet (desk units, transportable two way radio units, vehicle radio sets and two-way radio handsets and modify the controller units (Philips Telecom* M15) and/or base station units (Philips Telecom* PRF2000) to provide suitable encryption for secure speech capability that is compatible with the replacement portable fleet; 3: replace the current SMRE system (Philips Telecom* PRF2000 Base Stations, Philips Telecom* M15 Controller, Philips Telecom* FM1100 desk unit, Philips Telecom* FM1100 vehicle unit, Philips Telecom* FM1000 transportable unit, Philips Telecom* PRP73 handset, Philips Telecom* PRP78 handset and replace or retain the associated ancillary equipment (batteries, battery chargers, multiple battery chargers aerials/antennas, installation kits, vehicle adaptors, hand microphones and ear pieces etc.) so as to provide fit/form/function (secure speech) capability replacement. All equipment must comply with the Cap 670 Civil Aviation Authority standards for airfield communications and the Radio and Telecommunications Terminal Equipment Directive. All equipment must work on licensed bandwidths either provided by the MOD or under license from the supplier. The Supplier is required to provide a fit/form/function replacement per unit (i.e. one vehicle unit for an equivalent radio with the necessary adaptor if required). A Pre Qualification Questionnaire (PQQ) will be used as part of the down selection process. P2P shall be the payment mechanism for this requirement. *Equipment supported by Industry under current contracts.
