Tool for cost per patient — KPP the tender stage

In the corporate protocol for 2014 to the country's regional health authorities, an assignment was given to establish a quality and management tool that provides information about costs of patient level (KPP) for somatic business. Access to better and more precise information in this area will be important to be able to analyse medical practice and quality, for management of different levels in the health service and for comparison between organisational units. The goal is that it should be implemented for all of the health authorities by 1.1.2017. A national strategy and methodology for calculation of costs has been prepared, but each region is itself responsible for the implementation of the KPP model and is free to choose which IT tool they shall use to present the data. Helse Midt RHF [Health Region Mid Norway'] began a project in October 2014 called "Integrated Performance Management and KPP." The project "Integrated Performance Management and KPP" has, along with a separate initiative in Hemit, started to establish a regional data warehouse which should cover both of the objectives described in the project title. Establishment of a regional data warehouse will be the start of a race toward better integrated performance management both at the Health Authority [HF] and Regional Health Authority [RHF] levels, and at the same time it will make effort to facilitate and update data for the KPP model simpler. The data warehouse will therefore be the primary source for data for calculations of KPP. Objective and scope Based on the above, Helse Midt RHF wants to procure a tool for calculation and presentation of KPP data for the region. The tool must as a minimum be able to fulfil the national standard for KPP calculation, as stated in Annex D. In addition to the tool, the following shall also be procured: associated assistance connected with the installation, configuration and further development, as well as assistance connected to the implementation of the KPP model. Implementation of the tool to be procured is planned to start in Quarter 1 2016 so that the work is completed well before 1.1.2017, as required by the recommendation from The Ministry of Health and Care Services. A maintenance agreement shall also be entered into for associated services, including, but not limited to, user support and any further development of the offered tool. The contract shall also include all of the region's health agencies and hospitals. The contract shall also include other relevant companies that at any given time deliver health services to the health region. The tool shall primarily be integrated with a data warehouse that is under development, but it is desirable that the chosen solution has the possibility to take in other data sources.
