Supply and support of shock and vibration absorbing boat seats for the Authority's maritime user community.

Seats. The Commercially Supported Shipping team has a requirement for specialist boat seats for the Authority's Maritime user community to meet the UK Law “The Control of Vibration at Work Regulations 2005 and Merchant Shipping and Fishing Vessels (Control of Vibration at Work) Regulations 2007” for exposure to shock and vibration. The Authority has a duty of care to comply with the legislation and reduce any risk of harm from shock and vibration to the crew and passengers to As Low as Reasonably Practical (ALARP). The Authority is taking forward a programme to acquire and integrate suitable shock and vibration absorbing seats to Authority owned boats. The requirement will also cover support (including but not limited to Post Design Services) and supply of spares. A Pre-Qualified Questionnaire (PQQ) will be conducted, to access the PQQ please use reference code JK6KHJ8427, to be completed by all Potential Providers to demonstrate their level of competence against the Authority's criteria set out in the questionnaire. As part of the PQQ exercise, a seat test will be conducted by Potential Providers known as Protocol 1 on the Potential Provider's candidate seat. It should be noted the seat tested in Protocol 1 may not be the final design should the Potential Provider be invited to Invitation to Participate in Dialogue (ITPD), but is seen as an indication of the Potential Provider's ability to supply a product that will meet the Authority's requirements. Potential Providers are expected to carry out Protocol 1 at their own expense. The results of Protocol 1 will form part of the Potential Providers PQQ return and must be included in order for Potential Provider's to be assessed, if this information is not provided the Authority will not assess the PQQ and Potential Providers will not be considered for the ITPD stage. The Authority intends to have all Protocol 1 results verified by the Naval Design Partnership (NDP), giving the Authority the ability to assess all Potential Providers seats against a scientific measure as detailed in the PQQ as referenced above. After assessment of the PQQs it is the Authority's intention to invite a maximum of six companies to participate in ITPD. It is the Authority's intention to compete this requirement in accordance with Regulation 18 of the Public Contracts Regulations 2006 (Competitive Dialogue), full details of this including all the stages will be issued with the ITPD documentation. It is the Authority's intention to conduct extensive tests and trials as part of the ITPD process. The Potential Providers will therefore be required to supply a number of seats for test and trials purposes. The test and trials activity for this requirement, along with the Key User Requirements and down select procedure will be detailed in the ITPD documentation. Potential Providers may have an opportunity to modify their design at their own cost, to improve their solution during the test and trials phase. It is expected that a further down select to a maximum of four Potential Providers is expected following tests and trials. Bids will be assessed to establish the most economically advantageous solution, which meet the Authority's requirement. Full criteria will be specified in the ITPD documentation. Potential Providers should note that the award evaluation tool will be used at the Tender stage for this requirement. As a minimum the Authority requires Potential Providers to be certified to ISO 9001:2008 with no exclusions by UKAS accreditation authority (or equivalent standards issued by certifying bodies that are accredited by an organisation that is a signatory to the International Accreditation Forum – Multi-Lateral Agreement (IAF-M:LA)) and to possess the correct scope to undertake the work covered by the requirement.
