The supply proposed by the tenderer must meet the minimum specifications laid down in this document and be compatible with the existing plant and equipment at the Driver and Vehicle Licensing premises of the Authority (the plant and equipment may be viewed on appointment). Any proposal which does not meet the minimum specifications will be disqualified without any further appeal. Any specification or proposal which exceeds the minimum requirements will be considered during evaluation. The basic design of the Type A, Type F, Type G, Type H and Type AA plates will incorporate the following principle features: i. The dimensions and layout of the plates will be as set out in either the Working Document of the Commission of the EC, Directorate General Transport VII/B156/89-En Orig. FR. and/or the EU Council Regulation (EC) No. 2411/98 of 3rd November 1998, and/or Subsidiary Legislation 368.02 Motor Vehicles (Registration and Licensing) Regulations and designs and measurements included in this Document. ii. The material of the plates must comply in all respects with the technical specifications set out in the above regulations, documentation and ISO specifications or equivalent internationally recognized national standards. iii. Use of the European Union symbol and the Maltese national identifying letter (M), in a blue section at the left hand side of the plate. iv. A chromium-based hologram of the coat of arms of Malta applied by hot-stamping. Other methods of application will not be accepted. v. A unique number which must be applied to each plate. Both the hologram and the unique number must be located as per diagrams included with this documentation. vi. In the case of the Plates of the Type A and Type AA, two two-dimensional barcodes (Aztec type) of size approx. 10 x 10mm laser branded into the reflective sheeting. The two barcodes are to repeat the serial number of the plate blank and are to be positioned one on the lower left hand side between the blue and white background and the other on the lower right side of the plate. In the case of the Plates of the Type F, Type G and Type H, a two-dimensional barcode (Aztec type) of size approx. 10 x 10mm laser branded into the reflective sheeting. The barcode is to repeat the serial number of the plate blank and is to be positioned near or under the hologram. vii. The use of white plates. viii. The use of a retroreflective background material ‘water marked’ with the Maltese cross.
