1.1 Rationale: It is a fact that the very survival, quite apart from the competitiveness, of the Maltese economy relies heavily on its imports and the operators that service the maritime transport service market. Malta has no natural resources of its own, as a result of which, both the basic day to day needs of its population, as well as the requirements of its industry and economic development are entirely dependant on the survival of an assured link with mainland Europe. Consequently, the maintenance of an assured sea link is not a luxury but a necessity. The operators that service the maritime transport service operate freely and without any obligations imposed on them by the State to provide a regular, sustainable and quality service to the Maltese public. The Contracting Authority shall offer the successful bidder a non-exclusive Public Service Contract for the provision of maritime transport services and will offer compensation for such services assessed on the basis of losses that the successful bidder would incur if the routes and schedules in this tender dossier are serviced on a competitive basis, in accordance with the terms and conditions provided in this tender dossier. 1.2 The required route: The Contracting Authority shall engage an operator to provide regular, adequate and quality maritime transport services for goods. The route required for the purposes of the bid shall be the following ("Route"): Between the Port of Valletta, Malta and: A. any one port lying between the Ports of Genoa and Reggio Calabria, Italy; and B. The Ports of Palermo or Catania, Sicily. Bidders may opt to service the above by means of a single route operating at least twice weekly or bidders may offer to provide the service by using more than one route provided that, however, that in this case, the link between Malta and any one port between the Ports of Genoa and Reggio Calabria and between Malta and Palermo / Catania are serviced at least twice weekly.
