S.C. RAJA S.A. Constanta, The Employer has received a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of the supply and installation of control and automation equipment which will complement the parallel installation by the Employer of a SCADA System in order to fully automate and remotely monitor local potable water supply systems. The Employer now invites sealed tenders from contractors for the following contract to be funded from part of the proceeds of the loan: The contract comprises the supply and installation of equipment for the modernisation and full automation of the water supply systems in twenty-five localities in the Cobadin area of Constanta County. The automated local supply systems will incorporate facilities to allow them to be monitored by a regional dispatcher in Cobadin utilising a SCADA System installed in parallel by the Employer. The SCADA system using radio communication will monitor the automated local water supplies in real time and include such elements as network pressures, tank levels, supplied quantities and chlorine concentration as well as system malfunctions and historic data collection. To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria: • the tenderer, including manufacturers of the goods and suppliers of the services, as appropriate, has the financial, technical and production capability and capacity necessary to perform the Contract, namely the total cumulative revenues from the sales in the last three years not less than Euro 1 million. • the tenderer has satisfactorily completed at least three (3) projects of similar complexity and scope in the Region, with a total value in excess of 500,000 Euro, in the last three (3) years. • The tenderer must have a valid license for electrical works in accordance with European legislation or the equivalent legislation in force in the country where the tenderer is registered. Particularly, for tenderers registered in Romania, the reference is Law No.318/2003; Order No.7/2005 published in the Official Monitor No. 152/21 February 2005. Authorization Type: Grade IVB (four - B). Tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms from all countries. The proceeds of the Bank's loan will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.
