The contracting authority's aim with the competition is to get high quality and functionality at a competitive price. The service provider shall be a collaboration partner in the contract period and will be a central part of the work of making the telephone services in the entity more efficient. After the contract has been signed, the service provider shall, in cooperation with the contracting authority, prepare a detailed progress plan for implementing the contract. The preparation of the progress plan and the implementation costs shall be covered by the service provider.
