FA1207 - CHP Engines.

Thames Water is the UK's largest water and wastewater services provider supplying over 14 million customers, operating in London and Thames Valley. Thames Water has adopted an integrated approach to sourcing its CHP Engine and Siloxane removal equipment for its AMP6 requirements, through a consolidated programme of work. FA1207 (CHP engines) is designed to support the smooth delivery of Thames Water's AMP6 CHP Programme, which is managed by our delivery partners eight2O. eight2O are an alliance of industry leaders that have come together in collaboration to work with Thames Water to deliver the capital programme, with the intention to deliver a sustainable capital maintenance programme of work across Thames Water's asset base using the highest levels of safety, innovation and game changing solutions. eight2Ois made up of two ‘design and build' consortia, a programme manager and a technology and innovation provider: As explained below. — Design and Build: — Costain, Veolia Water & Atkins (CVA); — Skanska MWH Balfour Beatty (SMB). — Programme Manager: — MWH. — Technology and Innovation Provider: — IBM. Successful suppliers may be required to contract with Thames Water directly or with members of eight2O or other contracted partners for the capital delivery programme. This ITN will consist of 5 lots, covering the purchase of CHP engines (dual fuel and spark ignition engine sites), siloxane removal equipment and R&M (repair and maintenance) and / or O&M (operate and maintain) services to support all of the new fleet, as well as our legacy fleet. The initial intention is to source up to 21 engines at 13 locations, subject to review. In addition, lots may also relate to Thames Water's legacy fleet. Thames Water reserves the right to combine lots into single framework agreements depending on the responses received to the OJEU notice. Thames Water also reserves the right to make no award as a result of this procurement process, or may award in part or in whole and is under no obligation to procure the indicated volumes as specified within this document. Each lot will be evaluated on its own merit and Thames Water reserves the right to make standalone awards. However, Thames Water's objective is to develop a rationalised supply base of preferred suppliers and accordingly it may take into account the benefit of awards in respect of multiple lots. If a supplier is interested in multiple lots and/or sites, then it is requested that they take the complete programme opportunity into consideration: — Lot 1 – Integrated fleet delivery and management service, potentially on a performance based model. This lot would be awarded in combination with one or more of lots 2, 3 and/or 4 (supply), and the appropriate lot 5 (R&M / O&M) sub-lot(s) and, in conjunction with those lots would provide for the delivery and maintenance of the relevant fleet(s) of CHP engine systems and/or siloxane removal plant, including associated additional design, integration and project management services. — Lot 2 – Supply of CHP engine system for existing dual fuel engine site(s), collaboration with our design and build partner eight2O and / or other partners on detailed site design, engine installation and commissioning, post-commissioning support. — Lot 3 – Supply of CHP engine system for existing spark ignition engine site(s), collaboration with our design and build partner eight2O and / or other partners on detailed site design, engine installation and commissioning, post-commissioning support. — Lot 4 – Supply of siloxane removal system, collaboration with our design and build partner eight2O and / or other partners on detailed site design, assistance with engine commissioning, post-commissioning support. — Lot 5 – R&M (Repair and maintenance) / O&M (Operations and maintenance) services. — Lot 5A – R&M (Repair and maintenance) / O&M (Operations and maintenance) services of CHP engines: Guaranteed supply of spare parts, call-off maintenance support or performance based R&M / O&M support of all new fleet, as well as our legacy fleet. — Lot 5B – R&M (Repair and maintenance) / O&M (Operations and maintenance) services of siloxane removal equipment: Guaranteed supply of spare parts / media change, call-off maintenance support or performance based R&M support of all newly purchased siloxane removal systems, as well as our legacy siloxane removal system. Any agreement awarded would be for an initial duration of 3 years with options to extend on a 2 yearly basis up to a maximum length of 11 years. This would be subject to satisfactory reviews on value creation, revenue generation and supplier performance. Successful suppliers will be invited to conduct a detailed feasibility study of all sites in cooperation with our delivery partner eight2O in order to determine the best fitting solution for each site, taking into account solutions' based on whole life cost and cross-site synergies. As part of this process both conventional and alternative delivery models will be considered. Thames Water may transfer its rights and/or obligations under or in connection with the agreement(s) to one or more members of eight2O. It is TWUL's intention to make a preferred or final award during April 2014. eight2O aim to develop successful partnerships based on the principle of innovation, collaboration and sustainability, with the aims of (1) delivering the very best in health and safety performance, (2) delighting our customers and (3) delivering exceptional value for money based on a TOTEX approach (a collaborative investment decision based on both the total operational and capital expenditure throughout the assets life). In addition consideration will be given to potential revenue generating opportunities presented by such a programme of work. To drive continuous improvement, the measurement & reporting of key performance indicators (KPI) via monthly reports, participation in quarterly Supplier Relationship Management (SRM) review meetings, and participation in technical forums will be required. In the event of any requirement to transfer personnel as a consequence of this notice, this will be carried out in accordance with the Transfer of Undertakings (Protection of Employment) Regulations 2006 (TUPE).
