Modular field-kitchen & dining complex - ROLE 1 military medical facility - ablution - laundry.

The following items would be required in the event of a future deployment. The exact size of the camp is unknown at present may be between 200 and 600 personnel. 1) Kitchen and dining complex (supply and install) The facility is to be designed as a hard skinned facility using the 20 foot I.S.O. container size as the building block for the facility. These containers can be expandable or simply be erected on site. The facility must be self-sufficient and have its integral air conditioning designed to cater for outside ambient temperatures of up to 45 degrees Celcius. The kitchen facility must contain separate zones which will facilitate HACCP implementation in the following areas: — Storage, — Preparation, — Production / Cooking, — Servery. The facility will have a pest control system including rodent control and insect proofing. The cooking areas must have extraction systems for removing steam generated from the cooking process. The following guidance is offered for your design: — Cooking equipment based on a predominantly Irish diet, — Cooking equipment for 200- 600 persons, — Dining area for 150 - 300 persons (2 sittings), — Tables and chairs in dining area not to be included, — Delph and cutlery not to be included, — All kitchen equipment and utensils to be included. The above list is indicative of the requirements but each proposal will be judged on its merits according to the criteria specified in this document. It is essential that the equipment comes with clear specifications separately and priced so that Catering Corps Staff can select from a menu. The Client has responsibility for provision of all services (including power supply) to and from the facility. Hence the electrical load of the facility must be clearly calculated and stated in the tender offer. No assistance can be relied upon from the client during the transportation, construction or commissioning phases. Tenderers should assume the ground conditions as sand and there is a requirement to raise the facility 30 cm off the ground. 2) 1 No battalion medical aid post Role 1 Military Medical Facility. 1. Facility to have total -seal capability in order to permit positive pressure internally, in event of Chemical or Biological insult. 2. External to patient emergency access point, there should be a roofed decontamination zone with adequate water supply for de-contamination of victims of CBRN insult. Suitable design to allow containment for subsequent appropriate disposal of contaminated effluent, separate from normal drainage system. 3. Facility to be air-conditioned throughout. 4. Facility to have thermostatically controlled temperature. This could be regionalised in order to manage hypothermic patients in the triage / resuscitation areas. 5. Facility to have independent power generating capacity in event of emergency general power cut. 6. Facility to have secure communications with Role 2 and Role 3 facilities from resuscitation area, duty room and clinic room. 7. Communications system between duty room, ambulance, medics-on-patrol, outlying MAPs and Ops Room. 8. Internal Tannoy system throughout the medical facility controlled from duty room. 9. Traffic system clearly marked from camp entrance and or/ helipad to De-contamination area. Off-loading bay in decontamination area with easy access into medical facility. Double (swing) doors to be wide enough to allow unhindered access of trolley / stretcher and an individual standing on either side. 10. Accommodation area within facility for MOs, Duty Ambulance Crew (including driver), Stand-by and Duty Medical team. 11. Open area immediately inside emergency entrance subdivided by screens / curtains into (i) triage, (ii) resuscitation and (iii) treatment bays. 12. All areas to be liberally supplied with power points. 13. Oxygen (either piped or by cylinder or by concentrator) to be available in all these areas. 14. Suction to be available in all these areas. 15. Scrubbing and gowning facility to be available just off this area. WHBs in this area. 16. Double (swing) doors from this open area into ‘holding area’ (sick bay) which has 4 bed capacity. Separate (patient) ablutions unit including shower, toilet and WHB facilities. Separate exit from this holding area to ambulance bay immediately outside. Traffic system to helipad and / or camp gate. 17. Medical Officer Clinical examination room with WHB and usual equipment including computer inter/intranet access. Doors wide enough to allow trolley access. 18. Clinical examination room to have access to Pharmacy, which is also equipped with temperature controlled refrigerator and adequate shelving for drug and dressing storage. 19. Waiting and Reception Area outside clinic room with access to own (patient) toilet and WHB facilities. Reception Desk to have computer point and access to Duty room. 20. Medical Record filing area off duty room. 21. Main entrance through normal doors into Reception area. 22. Duty / Orderly room with communication facilities, usual office equipment and other furniture as appropriate. 23. Locked medical equipment storage area. 24. Tea / R&R room for medical staff. 25. Accommodation for medical personnel with independent ablutions unit for use by staff. 3) Laundry Complex Laundry Unit. Supply Laundry unit for 200-600 man camp, the unit should be complete with washing machines, dryers and all plumbing fittings. It should be ready for connection to the water supply and drains outlet. Also the unit should be fitted with all relevant electrical connections sockets lights etc for connection to the local power supply. The full technical specification may be obtained from the procurement section along with the tender documents. 4) Ablution Showers X 4 and Toilets X 4 Supply Ablution Units (6 Toilet Type) with hand basins and 50lt water heater. The units should be fully plumbed for water and sewage, complete with electric connections for the water heater. The full technical specification may be obtained from the future tender documents.
