Each of the six regional water companies intend to use part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank), a loan from European Investment Bank (EIB) and a grant from EU's Neighbourhood Investment Facility (NIF) for the Moldova-Water Utilities Development Programme. They now invite sealed tenders from Suppliers for the following contract "Supply of Maintenance Equipment for Six Regional Water Companies in Moldova" to be funded from part of the proceeds of the loans and grant: The contract comprises the following: HDPE Welding Equipment 3 units; Leak detection equipment 1 unit; Portable diesel powered dirty water pumps 3 sets; Electrical welding equipment 3 sets and a trailer mounted combi sewer jetter and vacuum unit. Tendering for contracts that are to be financed with the proceeds of a loan from the Bank is open to firms from any country. To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria: (I) Average annual turnover as prime Supplier (defined as billing for Goods and Services delivered and under delivery) over the last 3 years of €150,000 or equivalent. (II) The Tenderer shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to meet the production cash flow for the contract of at least €20,000 or the equivalent taking into account the Tenderer's commitments for other contracts. (III) Experience as Supplier, in at least 3 contracts within the last 5 years, each with a value of at least €20,000 or equivalent, that have been successfully and substantially completed and that are similar to the proposed Goods. The similarity shall be based on the characteristics as described in Section VI, Supply Requirements. (IV) The Tenderer, and each partner in case of a joint venture, shall provide accurate information on any current or past litigation or arbitration resulting from contracts completed or under execution by him over the last five (5) years. (V) Joint ventures must satisfy the following minimum qualification criteria: (a) The lead partner shall meet at least sixty (60%) percent of the minimum qualifying criteria for general experience and financial position required above; (b) Other partners shall meet at least twenty (20%) percent of the minimum qualifying criteria for general experience and financial position required above. The Tenderer shall submit audited balance sheets for the last three (3) years which should demonstrate the soundness of the Tenderer's financial position by showing long-term profitability.
