The method of interpretation of the measurement uncertainty for emission measurements is expected to be adjusted in Q3 2018. The new measurement uncertainty still has to be determined, but is probably 25 % of the legally established measurement inaccuracy for the monthly averages. The measured values of the NOx emission of the HRC, i.e. K35 and K36 invariably exceeds the new legally set monthly norm value. To solve this problem, the DENOX installation must be adapted and the entire package: consultancy, engineering, delivery and installation and commissioning must be put out to tender. The reason for this is that AEB itself does not have the knowledge to do preliminary research with sufficient depth to determine the scope and write a specification. For this tender the BVP (Best Value Procurement) methodology is used which is expected to have the best chance of finding the supplier that will deliver the best total solution(s).
