Kent County Council (The Council) is the Waste Disposal Authority for the County of Kent. The Council has a sound record of performance as a waste disposal authority including in respect of its recycling rate. The Council recognises that waste should increasingly be treated as a resource and already utilises an ‘Energy from Waste’ plant as the final disposal solution for the majority of the County's residual household waste. However, there is a proportion of residual waste (approx. 100 000 tonnes per annum) that is not suitable for the ‘Energy from Waste’ plant, either because of its type or during periods of shut-down or maintenance. At the present time this waste goes to landfill. The Council intends to renew its focus on maximising diversion from landfill and increasing waste to be treated as a resource. There is an opportunity to make a step change in the way the Council manages waste, by further enhancing waste as a resource, whilst ensuring service continuity to meet the Council's statutory obligation as a Waste Disposal Authority. The Council is seeking providers, with the potential to offer alternative solutions to waste disposal, and is therefore, not restricted to landfill disposal as a final destination. The Council wishes to engage with the Waste Sector to ensure that it has sought the market's expertise in developing a future direction focusing where possible on the reduction of waste to landfill. As part of this PIN notification the Council would like to take the opportunity to invite a number of suitably qualified and experienced organisations to a Market Engagement Day, based on responses to question 5 (see section V1.2).
