Quality Assurance Programme — In relation to Illicit Substances and Alcohol monitoring services.

All prisons in England and Wales operate a programme of mandatory drug testing (MDT), for which urine samples are obtained from prisoners under controlled conditions and sent by courier to a contracted laboratory for analysis. Administrative and disciplinary action may be taken against prisoners who test positive for drugs. Procedures and results may be scrutinised in detail by legal representatives and expert witnesses working on behalf of prisoners charged under Prison Rules with misusing drugs. Compact Based drug testing (CBDT) provides prisoners with the opportunity to sign-up to a compact, the aim of which is to offer them support to help remain drug free. CBDT is by nature voluntary and the procedures intentionally are not as rigorous as for mandatory drug testing. Indicative test results cannot be used in any evidential circumstances or be considered as evidence beyond reasonable doubt of drug use. No confirmatory analysis is required. Drug testing of offenders in the community take place in three key arenas; drug testing under licence, drug testing as part of a Drug Rehabilitation Requirement (DRR) and drug screening in Approved Premises (AP). Testing is performed using oral fluid samples taken from offenders. All community based testing is supported by a laboratory based confirmatory analysis service. Breach or recall proceedings may be taken against offenders who test postive for drugs. Procedures and results may be scrutinised in detail by legal representatives and expert witnesses working on behalf of offenders charged with misusing drugs. In support of all programmes a quality assurance provider is required to ensure consistency of procedure, quality of urinalysis and the quality of all products and services supplied under the contracts. The proposal should address the provision of QA services for both the MDT and CBDT programmes. The proposer reserves right not to take up the QA service for either of the drug testing programmes. Also Prisons and Approved Premises (APs) in England and Wales are able to conduct Alcohol testing on prisoners using Home Office approved breath testing equipment. The tests are conducted under controlled conditions. Administrative and disciplinary action may be taken against prisoners who test positive for Alcohol. The Quality Assurance Programme will need to be flexible enough to incorporate new products approved by the Home Office, if and when they come on stream. In support of the alcohol testing programme a quality assurance provider is required to ensure consistency of procedure, correct calibration and the quality of all products and services supplied with the purchase of the breath testing machine.
