Contract Management of Northern Ireland Bus Shelter Estate.

The Northern Ireland Transport Holding Company (NITHC) is a public corporation established under the Transport Act (NI) 1967 to oversee the provision of public transport in Northern Ireland. It is responsible for the operation of its subsidiary companies, Citybus (trading as Metro), NI Railways and Ulsterbus, which deliver passenger transport services. Translink is the brand name of the three operating companies, which operate integrated, scheduled bus and rail services in Northern Ireland, including cross-border and cross-channel links under a Public Service Obligation. Translink is one of Northern Ireland's largest employers, with 3 950 employees, 78.5 million passengers per annum and an annual turnover of >200 m GBP. Bus Shelter Portfolio Translink has recently been appointed as the Asset Partner on behalf of the Department for Regional Development (DRD), the Asset Owner, for the provision and maintenance of bus shelters in Northern Ireland. The existing contract is managed directly by DRD with the current contractor and expires 31.12.2015. The proposed new contract will commence 1.1.2016. The current portfolio comprises a total stock of approximately 1 360 bus shelters, of which approximately 790 shelters have advertising. They are located throughout Northern Ireland in over 80 settlements with over 50 % within Greater Belfast. The proposed new shelter contract will include Belfast Rapid Transit (BRT) shelters. This service is anticipated to be launched in autumn 2017, with approximately 90 new BRT halts being installed as part of BRT Phase 1 on Upper Newtownards Road, Albertbridge Road, Divis Street, Falls Road, Andersonstown Road, Stewartstown Road, Titanic Quarter and the city centre in Belfast. The BRT shelters will be fully funded by DRD. These new halts and interchanges will replace approximately 80 existing bus shelters, of which approximately 75 % will have advertising panels. The BRT infrastructure will be distinctive, of a high quality and design with integrated CCTV, ticketing, Real Time Passenger Information (RTPI) and ticket sales and validating facilities. The procurement process will include input from tenderers in response to the published BRT shelter output specification. DRD strategy is to extend the BRT network to other areas of Belfast, subject to the success of Phase 1 and the availability of funding. It is anticipated that shelters associated with future BRT phases may fall within this contract term. Contract Objectives. Translink wishes to appoint a Contractor to manage the Bus Shelter Portfolio. Management will include, but not be limited to: stock management; maintenance and repair, contract and financial reporting; data base management; maximising advertising revenue; stakeholder liaison; replacement shelter programme management; new shelter requests; planning issues; sustainability & efficiency measures; shelter inspection; condition reports; cleaning; maintenance; repair; and emergency call out. Given the age profile of the current portfolio it is anticipated that a significant number of shelters may be due for replacement during the potential 10 year contract term. It is proposed that any capital expenditure required for the rolling replacement shelter programme and newly identified sites will not be provided by the contractor. However, responsibility for managing and implementing the programme will be placed with the contractor. Furthermore, implementation of the BRT shelter programme will be subject to completion of a successful tender exercise and DRD final approval. Therefore, the contractor will be required to provide a detailed pricing matrix, supported by a pricing methodology for the supply of current and future models of bus and BRT shelters and any associated hardware. Contract Term. The Contract term is proposed to be for an initial 5 year period from 1.1.2016, with 2 separate 2 ½ year extensions, exercisable at Translink's sole discretion, giving a potential 10 year contract term. Revenue Generation. It is proposed that this contract will be revenue positive for Translink. Consequently Translink will invite in the ITT proposals that will maximise the revenue benefits to Translink.
