The Contracting Authority is looking to enter into a competitive procurement process with a view to awarding a contract for the design, build, finance, maintenance and operation of a new tolled crossing of the River Mersey together with approach roads to the north (Widnes) and south (Runcorn) sides of the river. In addition to these obligations, the successful contractor will carry out tolling on the existing Silver Jubilee Bridge. The duration of the contract is currently envisaged to be 30 years. The Contracting Authority will also consider other commercial arrangements relating to the provision of the bridge and tolling where these can be demonstrated to provide value for money. A contract notice in respect of the project is expected to be published in due course. The Contracting Authority is preparing a Project Information Memorandum (PIM). Respondents may request a copy of the PIM by e-mail to the address given in section I.1 above. The PIM will be emailed to respondents on 4.2.2011 (or after for requests received after that date).
