Internal logistics services provides parcel screening, mail,parcel receipt, sortation, delivery and collection to the Parliamentary Estate which currently consists of the Palace of Westminster and 10 other key buildings in the vicinity (total Gross Internal Area around 240000m2). There are currently upwards of 6000 customers of the service. Volumes of incoming mail fluctuate. Between Oct 11 to Sept 12 there were 2.9m items of external mail arriving from the Royal Mail network. Internal mail is more difficult to quantify but anecdotally represents approximately one third of the volume of incoming network mail. It is anticipated that the mail service operation will need to run from Monday until midday Saturday. It is not expected to be operational on public holidays. Mail is received in pre agreed waves at the onsite mail room at the following times 5.40am, 6.40am, 7.40am, 9am, 11.15am and 1.40pm for onward delivery across The Estate at 9am, 10am, 12pm, 2pm and 4pm. Mail collections from onsite collection boxes commence at 10am as per a pre-agreed schedule and continue throughout the day Monday to Thursday until 7pm. On Friday and during recess periods the final internal collection will be made at 6pm. The contractor will collect mail for external despatch from the specified boxes until 7pm (Monday to Thursday), 6pm Friday and during Recess ready for collection by Royal Mail. In 2012 there were approximately 42,000 incoming parcel and courier items originating from various sources. This volume cannot be guaranteed and may fluctuate. 20,000 were processed and screened in the onsite parcel screening room, 22,000 items were received, pre screened from The Authorities Offsite screening centre. Parcels and courier items are currently tracked and traced using the Authorities externally sourced Arrival system. Signature proof of delivery is obtained on final receipt. There will continue to be a requirement for track and trace under the new contract. The authority may explore alternative systems to be used.
