Data supply services. Data services. Data collection and collation services. Data analysis services. Traffic monitoring services. The Department for Transport is seeking to procure data services for the measurement of vehicle speeds, journey times, journey time reliability and delays on both the Strategic road network and local authority managed roads in England. These data will form the basis for official statistics about congestion and reliability and will be used within various transport models. The data will also be made available to the highways agency and English local authorities in order to support the management of the road networks for which they are responsible. The data required for this service will have the following characteristics: — Be directly collected/monitored and not based on historic/modelled estimates, — Be available in large sample numbers *, — Have wide geographic and temporal coverage *, — Be able to be accurately referenced to the Ordnance Survey integrated transport network (ITN), — Be measured and recorded at short reporting intervals, — Be generally representative of traffic on the network – both in terms of driving speeds and the types of vehicles and road users monitored. * It is not expected that large amounts of data will be available for every part of the road network but large sample numbers and wide coverage will be considered advantageous. The Department requires that data are provided in both raw and processed forms. Raw data will consist of anonymised vehicle observation reports, whilst processed data will be aggregated to 15 minute intervals and referenced to individual links from the ordnance survey ITN. Initial data sets are required for the period 1.1.2010 to 30.9.2012 and monthly updates – received no more than 4 weeks in arrears - will be provided to the Department thereafter. In addition, daily updates of the raw data relating to the strategic road network will be provided to the highways agency no more than 7 days in arrears. It should be noted that the Department will not consider proposals based on the collection of journey time data from ‘on-call’ mobile devices.
