The awarding authority shall enter into a framework agreement for electronic monitoring unit. The electronic monitoring unit should have 3 functions: — mobile monitoring unit, corresponding to an established system for mobile monitoring units, — area alarm: alerts the police if an offender breaches a restraining order associated with a specific area, — proximity alarm: alerts the vulnerable party if the offender is in the vicinity. 10 units will be procured for pilot testing. If the pilot leads to the implementation of electronic monitoring units, an increase in the number of procured units can be expected. The number is expected to increase with up to approx. 50 units. The number of expected procured units is not binding for the awarding authority.
