The objective of these measurements is to reduce the uncertainty of the metocean data at the HK WFZ through field measurements at HK WFZ. The resulting measurement data will be added to Contracting authorities' communication channels and the offshore wind measurements database of ECN. Both channels disclose publicly available data. The new dataset should allow developers to: — carry out more accurate calculations of the annual energy yield; — calibrate and/or validate metocean models available for the wind farm design. It is anticipated that more accurate metocean data will lead to a lower risk surplus and therefore lower cost of capital in the business case of an offshore wind farm, thereby reducing the project costs and resulting in a lower SDE-grant. For this purpose, the Contracting Authority requires a consistent and validated dataset disclosed before the opening of the SDE+ tender. The short available time frame will imply that quality measures like redundancy and validation during data collection campaign will be of great importance. It is the specific aim of Contracting Authority to have a data set of 12 months which is as complete as possible. Therefore the Contracting Authority will select two measuring devices to create redundancy. The data will be made available to the participants in the SDE+ subsidy / concession tenders for offshore wind farms in the Netherlands. An information meeting is anticipated to be organised on February 22th, as part of the tender procedure. Background information: Offshorewind.rvo.nl The Contracting Authority intends to extend the Agreement under similar conditions for the provision of a continuous metocean dataset with a minimum duration of at least 12 months for 1 or 2 adjacent Wind Farm Zones Hollandse Kust. The measurements at HKZ WFZ are to be carried out in the period 30.6.2016 — 30.6.2017, or starting as much earlier as offered by Tenderer. It is the objective that at the opening of the HKZ SDE+ tender at least 12 months of validated data measured at the HKZ WFZ is available. The period in which the measurement data must be provided for adjacent Wind Farm Zones to HKZ is planned to take place immediately after June 2017.
