Blackpool Council wishes to enter in to exploratory dialogue and scoping discussions with organisations that have the capability and experience in providing skip transportation services. The main purpose of this notice is to help the Council scope requirements, understand market capability and assess levels of interest. We would like to invite interested parties to submit an expression of interest to participate. Your expression of interest MUST include details of your track record/experience in this arena and provide this information in no more than 1 page of A4 (2 sides) and should be uploaded to The Chest (www.thechest.nwce.gov.uk) by no later than 12:00, Friday 6.3.2015. This information will form the basis of how the Council will choose the participants. It is anticipated up to 5 providers will be invited to participate in dialogue and these discussions will take place week commencing 16th or 23rd March. Please note participation (or non-participation) in dialogue will confer no advantage or disadvantage should the Council commence a formal procurement process. The Household Waste Recycling Centre (HWRC) has been an in-house operation since May 2010, with the exception of the transport movement of waste containers, both on site movements and all those to a variety of disposal points, largely confined to within geographical boundary of Lancashire. The site generates c. 8 000 tonnes of waste across all of the household waste streams collected and the transport of asbestos. The site is open to the public from 10:00 to 16:00 every week day with the exception of Thursdays, the Christmas holidays and New Year's Day. The transport contract is due to end in the Spring of 2015. The Council is keen to explore the possibilities surrounding this element of work and what would represent greater value and flexibility to the current contractual arrangements, for all parties. The current transport contract provides for all movement of skips on site and some of the onward transport to disposal points. The current payment mechanism is based on a monthly flat rate which provides stability but is inflexible to account for changes in fuel process and other market changes factors. The current contractor provides onward skip transport for the following: — residual waste; — green waste; — asbestos; — rubble/hardcore; — carpets.
