Under the "China Climate Change Framework Loan" from the European Investment Bank (EIB), GUANGDONG YUENENG (HOLDINGS) CO.LTD.& GUANGDONG YUENENG Wind Power CO.LTD. , Guangzhou (hereinafter referred to as the "Tenderee") has applied for an allocation amounting to Euro. 25,000,000.00 from the Ministry of Finance of The People's Republic of China to build –Zhanjiang Xuwen Dengloujiao Wind Power Project (hereinafter the Project) with a capacity of 49.5 MW, and the Tenderee intends to apply all the proceeds of this loan to eligible payments under the Contract for which these Bidding Document are issued. Guangdong Provincial Machinnery & Electric Equipment Tendering Corporation. (abbreviated as "Gmetb") entrusted by the Tenderee as tendering agent now invites sealed bids from bidders from all countries for the supply and delivery of equipment and services specified hereinafter for the Tenderee to build the Project consisting of Maximum 25 wind turbines of at least 2000 kW (detail Volume II Technical specifications of Bidding Document). This contract is expected to be implemented from 1st Jun, 2011 to 31st May 2013. The criteria for qualification of the bidders are: A) The bidder can manufacture wind turbines with a minimum capacity of 2000kW; B) The model of wind turbine for this bid should pass the authentication from the authorized institution or equivalent level as Germanischer Lloyd or China Central Certification Centre), and provide the certificate of authentication; C) Bidder should have contract experiences from 1st Jun 2007 to deadline of bid summit for goods supply of a total of at least 96 MW (total contract), with minimum capacity of 2000kW model of wind –turbine to join this bid; D) The model of wind turbine (or with the same capacity) offered for this bid should successfully have passed the 240 hours test running acceptance. (commissioned from previous wind farms) The full set of evaluation and qualification criteria to be used in the tender evaluation are as per tender documents. The Tenderee will award the Contract to the successful Bidder whose bid has been determined to be substantially responsive and with the economically most advantageous (lowest Evaluated) Bid Price, provided further that the Bidder is determined to be qualified to perform the Contract satisfactorily for the items offered. Interested bidders are kindly requested to contact The Tendering Agent for obtaining hardcopies of the Bidding Documents between 9:00 a.m. -- 11:00 a.m., and 2:00 p.m. – 4:00 p.m. in Jingying Building, No.316, Huanshi Zhonglu, Yuexiu District, Guangzhou until 5th Apr, 2011 (Saturday, Sunday and holidays excepted), upon non-refundable payment of RMB ¥ 9,500.00 or US$.1,400.00 (including 17% V.A.T.) for one set of the Bidding Document. The electronic version of the Bidding Documents will be sold in PDF version with the price as: RMB ¥ 1,500.00 or US$ 220.00 (including 17% V.A.T.). Guangdong Provincial Machinnery & Electric Equipment Tendering Corporation and the Tenderee will not be responsible for any costs or expenses incurred by bidders in connection with preparation or delivery of bids. All bids must be accompanied by a bid security of strictly US$ 400,000.00 or RMB ¥ 2,700,000.00 fulfilling the conditions indicated in the Bidding Documents, and must: Be delivered in closed envelopes in person to the following address at or before 10:00am (Beijing Time) on 5th Apr, 2011.
