Chichester District Council, hereinafter called the Council, will shortly be undertaking the construction of a new business start-up building which currently has the project name of ‘The Enterprise Centre’ which is to be constructed on Terminus Road, Chichester. The site is situated to the south and west of Chichester city centre, adjacent and accessed from the Chichester Bypass (A27). The new Centre is anticipated to have approximately 2 500 m 2 net internal area and will comprise offices, workshops, informal meeting spaces and touch down or virtual office facilities to encourage and assist new local businesses to grow and mature in an environment specifically designed to offer the best chance of success, giving support from both onsite staff and fellow business people. Following Chichester District Council's overall vision, its primary objectives in relation to the Enterprise Centre can be summarised as follows: — To provide new businesses with a range of flexible workshop and office accommodation which enables them to prosper and grow. — To provide access to a range of high quality business support services to nurture, mentor and facilitate business development. — To bring together and create a cluster of like-minded people and provide opportunities for networking through a variety of social spaces to encourage businesses to interact, share ideas and provide mutual support. — To create a Centre which is of a high quality design, welcoming, airy, bright and a place in which new businesses are proud to work and in which they can impress their clients. With these objectives in mind, the Council wishes to appoint an experienced operator with whom it can work in partnership and who can manage the centre on its behalf. In this regard, the Council wishes to strike a balance between exercising some influence and control to ensure that its objectives are met and allowing the operator to bring its experience and expertise to bear in the day to day management of the Centre.
