Lutsk City State Communal Enterprise “Lutskteplo” intends using the proceeds of a loan from the European Bank for Reconstruction and Development [the Bank] and a grant from the Eastern Europe Energy Efficiency and Environment Partnership (“E5P") Fund for a project aimed at reducing energy losses, reducing gas and electricity consumption and improving the quality of service of the heat and hot-water supply system in the City of Lutsk. The proposed project, which has a total estimated cost of EUR 16 000 000 equivalent will require the procurement of the following goods, works and services: — Individual heat substations, — Modernisation of boiler houses and CHS, — Rehabilitation and replacement of district heating networks (Installation of pre-insulated pipes), — Monitoring and dispatching system (SCADA). Tendering for the above contracts is expected to begin in the Q1 2018. Contracts to be financed with the proceeds of a loan from the Bank and E5P grant will be subject to the Bank's Procurement Policies and Rules and will be open to firms from any country. The proceeds of the loan and the grant will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Purchaser's country.
