Contract description The Lusaka Water and Sewerage Corporation (LWSC) is undertaking the implementation of the Lusaka Sanitation Programme (LSP) with financial support from World Bank, African Development Bank (AfDB), European Investment Bank (EIB), German Government via KfW (Kreditanstalt für Wiederaufbau), and the Government of the Republic of Zambia (GRZ). The main objective of the Lusaka Sanitation Programme (LSP) is to provide long-term solutions to the sanitation challenges in Lusaka. The overall investment budget of the programme is € 240 million and is expected to be provided by the International financial institutions EIB, KfW, AfDB, World Bank, and a contribution from the Republic of Zambia / LWSC / Other . LWSC with the support of EIB, will engage the services of a competent consulting firm to: a) Undertake detailed engineering surveys and designs of the sub projects which include topographic surveys, civil, structural, process, hydraulic computation and analysis, mechanical and electrical designs along with the working drawings and specifications; b) Engage the major polluting Industries in Lusaka, for the acceptance of industry sewage measurement equipment with vandalism proof chambers. c) Preparation of Environmental and Social Impact Assessment and Resettlement Action Plan and its Implementation, including land valuation and acquisition d) Prepare tender documentation and assist LWSC in tender administration process. e) Undertake contract administration and construction supervision. The consultancy services assignment will be delivered in two phases. Phase 1 will cover topographic and geotechnical surveys, prequalification of works Contractors, detailed engineering design, and tender documents, procurement of the works Contractor. Phase 2 will cover the implementation by the Project from appointment of the works Contractor to completion of the works following the FIDIC Red Book form of contracting and is expected to require approximately 24 months construction plus a 12 months defects notification period (DNP). During Phase 2 the Consultant will continue to provide overall project management, construction supervision, monitoring and quality assurance of construction works and accompanying measures. As such, the Consultant’s key outputs shall be as follows; 1. Preparation of inception report and prequalification documents 2. Review of the preliminary studies such as feasibility and master planning studies 3. Preparation of Environmental and Social Impact Assessment 4. Preparation of Resettlement Action Plan and its Implementation, including land valuation and acquisition 5. Undertaking topographical surveys and geotechnical Investigations 6. Preparation of detailed designs for the trunk sewers, sewer extensions, sewage pumping stations, and associated facilities 7. Development of a sewer connection strategy for all unconnected households located along the proposed/new sewers complete with GIS block mapping drawings and cost estimate. 8. Engagement of major polluting Industries for the acceptance of industry sewage measurement equipment and chambers 9. Preparation of Tender Documents 10. Procurement of works Contractor (Short-listing, detailed evaluation, works contract) 11. Construction Supervision and Superintendence over the Defects Notification Period (DNP) The core team of experts is likely to consist of a Project Manager/Team Leader, Resident Engineer, Assistant Resident Engineers, Senior Sewerage Network Design Engineers, Sewerage Network Design Engineer , Senior Electro – Mechanical Engineer/SCADA Expert, Procurement/Tender Expert, Civil Works/Structural Engineer, Environmental Specialist, Economist/Financial Expert, Geotechnical Expert, Sociologist/Social Scientist, Geographical Information Systems Specialist, Surveyors - Topographical, Legal Expert, RAP Specialist/Valuer and Quantity Surveyor. The core team shall be supported by short term experts having expertise in, but not limited to: asset management and customer management expertise; change and transformation management; and training. Bidders’ proposed staffing will need to include experts who have experience of both engineering design (FIDIC Red Book) contracts as well as experience of working in a similar environment to Zambia. 8.
