This invitation for bids follows the general procurement notice for this project that appeared in OJEU - Ref: 2012/S 104-174038 of 2 June 2012; OJBH 54/12 – JANAB-10100-12 of 16 July 2012. The Ministry of Justice of Bosnia and Herzegovina has applied for a loan from the Development Bank of the Council of Europe (CEB) as well as contributing grants from the European Commission, The Kingdom of Sweden, the USA and national contribution toward the cost of the project: "Support to the construction of a State high security Prison in Bosnia and Herzegovina" and it intends to apply part of the proceeds of this loan to payments under the contract for Construction of the State prison, Naklo. The Project Implementation Unit of the Ministry of Justice (PIU) now invites sealed bids from eligible bidders for the provision of: Construction of the State prison, Naklo, Istočna Ilidža. The main purpose is to establish a prison facility according to the European Prison Rules. The construction of a State level high-security prison in Bosnia and Herzegovina is a key part of improving the judiciary system. The State prison will be for adult males; untried prisoners remanded in custody or sentenced prisoners. The total capacity will be for 348 inmates. The State prison is situated in East Ilidža Municipality, app. 11 km from Sarajevo. It is estimated that the State prison facilities will cover a net floor area of approximately 23.000 m 2 . Additionally app. 10.000 m 2 is foreseen as service areas for installation, emergency operation etc. (Basements and Attics). The establishment will be a low energy facility, having complex security systems. The foreseen construction period will be app. 24 months and works will be implemented as per FIDIC MBD Harmonized Construction Contract General Conditions. Bidding will be conducted through the international competitive bidding procedures specified in the CEB Guidelines: Procurement under CEB Loans version IV, November 2004, and it is open to bidders from all countries as defined in the guidelines.
