Closed circuit television services. The proposal gives the opportunity to undertake CCTV control room monitoring and staffing for the Council. Interested companies must be able to demonstrate that they possess the required in-house specialist resources and are able to evidence their recent experience in providing a public area cctv monitoring service in accordance with national and industry standards. The Council owned and managed town centre cctv service was commissioned in April 2000. It operates 24 hours a day, 365 days a year and is controlled by contracted SIA accredited cctv operator at all times. The system monitors and displays, onto a wall of monitors, the images from 40 cameras in the town centre. In addition to these cameras the service manages and controls 11 driver information signs and 6 parking information signs, 3 Automatic Numberplate Recognition sites and automatic rising bollards in partnership with Hertfordshire County Council and Hertfordshire Constabulary. The Council may exercise it's right to expand services in the control room to include cctv camera feeds from external partners and to become an alarm receiving centre. Contractors should be members of the British Security Association and be experienced in the provision of services in compliance with current United Kingdom legislation. This can include the following: Data Protection Act, Human Rights Act, Regulation of Investigatory Powers Act, Protection of Freedoms Act.
