This is an invitation to an information meeting for a procurement of maritime simulators for Maritimt Campus Nord. Maritimt Campus Nord is a partnership between the University in Nordland and Nordland county c/o Bodin sixth form college, Maritime Vocational College, Vest-Lofoten sixth form college and Lofoten Maritime Vocational College formalised through a collaboration agreement. The collaboration agreement has the intention of developing a close partnership between the mentioned education entities connected to basic and further maritime education, courses, investments in and utilisation of the teaching infrastructure and research. The aim is that Maritimt Campus Nord shall be a central point in the Norwegian maritime education system. As a part of the collaboration contract a procurement project shall be carried out to establish a simulator platform for maritime stand-by management in Nordland. The simulator concept involves the development of an integrated equipment platform between the institutions that are responsible for maritime education in Nordland. We would like technology that enables us to connect different systems and different locations for co-training and exercises. The equipment shall cover the management development need in the public stand-by apparatus, in shipping companies, oil companies and other private actors in the following areas: — Navigation and the use of navigation, search and rescue (SAR) and oil spill collection equipment; — Strategic management and the development of plans; — Operation management with a focus on teamwork and cooperation; — Tactical management and operations management for several departments' forces; — On-site coordination of the first line operational resources. Role specific training must be possible on the established platform within one level or one function, and in collaboration with several actors. This requires function facilitated equipment within stand-by areas such as oil spill, positioning, search and rescue, as well as management at different levels. The simulator capacity shall be available in several areas: 1. Basic education of maritime officers with stand-by management, SAR, oil spill in stand-by assignments; 2. Further and post education of managing personnel in the stand-by departments and in companies; 3. Research within stand-by management and organisation; 4. Development and testing of stand-by plans both in private and public entities; 5. Realistic exercises with participation from many departments and companies; 6. Exercises in SAR, oil spill and stand-by management. There are currently simulators for navigation and training in ship operation at Bodin sixth form college, Maritime Vocational College, Vest-Lofoten sixth form college and Lofoten Maritime Vocational College. As a part of the project of establishing a simulator platform for maritime stand-by management in Nordland, a desktop navigation simulator shall be procured for training and exercises in vessel and stand-by management at the University in Nordland and a simulator shall be established for training and exercises in dynamic positioning at Bodin sixth form college and Maritime Vocational College and a oil spill simulator for training and exercises of oil spill actions at Vest-Lofoten sixth form college and Lofoten Maritime Vocational College. At Bodin sixth form college and Maritime Vocational College the DP simulators shall function together with the existing bridge simulator. An important prerequisite is that all the three new simulators shall be able to interact with each other. The aim of this is to hold co-training and exercises in the simulators in the same scenario and environment. We would also like the simulators to be connected to other simulator environments outside Maritim Campus Nord in similar interaction. The information meeting will be held Monday 16 March 09:00 at the University in Nordland. Information will be given on the project and the need that is to be covered, as well as the existing systems. There will also be an opportunity for individual meetings between suppliers and the project.
