Expressions of interest are sought from suitably qualified civil / structural engineering consultants for the design of a new road bridge at Cockhill, Buncrana, Co. Donegal. The bridge will span of approximately 25m of river on a skew angle of around 40 degrees and will carry a 7m carriageway and 2 number 2m footways over the river crana. The new bridge on completion shall form part of the R238 and the Buncrana inner relief road. The designed structure will tie into two approach roads designed by Donegal County Council and shall be fully compliant with the NRA Design manual for roads and bridges and the eurocodes and all other relevant design standards. The sucessful candidate will be responsible for the full design of the structure including any required retaining walls. The services will also include site investigations, preparation of contract documents, supervision, verification and certification of the works, and project close out. The successful candidate will be appointed as PSDP and required to engage in various consultations including public meetings in order to progress the works. The successful candidate will provide the following design services. Design iia. — Preparation of an inception report, — Set up and maintain the preliminary health and safety plan, — Determine the extent of ground investigation required, procure, supervise and certify the investigation, interpret the findings and prepare a ground investigation report, — Undertake a hydraulic assessment of the catchment and the bridge, — Undertake any additional topographical surveys required, — Prepare a constraints study, — Prepare an outline design report, critically appraising various sketch scheme designs and recommending a preferred option, — Seek Department of Transport (DoT) approval for outline design report. Design iib. — Prepare a developed sketch scheme design for the approved design option, — Seek DoT approval for developed sketch scheme design, — Prepare a technical acceptance report for a category 2 structure and complete the required STA forms, — Prepare a part 8 planning application for the proposed structure, — Prepare a section 50 application to the OPW for the proposed structure. Design iic. — Further develop the developed sketch scheme design into a detailed design, — Undertake a Category 2 structural check, — Prepare a PIN notice on e-tenders, — Prepare a suitability questionnaire in accordance with the most current form of department of finance tender documents, — Prepare a set of tender documents in accordance with the most current form of department of finance tender documents, — Seek DoT approval to tender. Tender evaluation. — Prepare and advetisement on the e-tenders website, — Respond to all tender queries and clarifications, — Assess suitability questionnaires, — Assess tender submissions, — prepare a tender report, — Prepare post tender cost estimates, — Seek DoT approval to appoint. Construction. — Examine and approve the contractors works programme, Health and safety proposals and method statements, — Prepare a cash flow estimates, — Provide a resident engineer, — Ensure the works are being undertaken in accordance with engineering best practice, — Verify and certify the works undertaken, — Certify substantial completion. Handover. — Prepare snag list, — Prepare final account and final account report, — Review and finalise the health and safety file, — Hand over the competed works. Other services which may be required. — Archaeological investigations and assessments, — Ecological survey, — Environmental impact assessment.
