Collective Training Sustainment (CTS).

The Ministry of Defence is considering options to optimise the delivery of a number of simulated training capabilities. It is issuing this PIN, as well as inviting representation from sectors wider than Defence, to engage with industry to inform the feasibility of the acquisition options currently being considered. This Early Engagement process will involve bilateral meetings scheduled to take place between 11th to 22.4.2016 at Defence Equipment and Support, Abbey Wood, Bristol, BS34 8JH. DE&S will also issue a Collective Training Sustainment Capability Overview Pack to all respondents to this PIN regardless of involvement in the Early Engagement process. Organisations may also request a copy of this pack before submitting a response to participate in the early engagement process. In issuing this PIN and engaging with the market, DE&S is not committing to carry out any procurement in relation to the requirements stated in this PIN. Equally non-participation in this Early Engagement will not be taken into account in any future procurement activities and will not preclude any organisation from submitting a tender in any future competition. DE&S would be particularly interested in receiving responses from organisations with expertise in 1 or more of the following areas: 1. Delivery of complex innovative projects / services; successfully delivering and managing large and complex projects through life; 2. Delivery of multiple projects / services; successfully managing the simultaneous delivery and through life support of multiple projects. 3. Delivery of collaborative projects / services; successfully establishing cooperative and flexible relationships. 4. A proven track record of delivering savings and efficiencies. Any organisation wishing to participate in this Early Engagement should notify DE&S via the contact email above by 11.3.2016. Responses to the Early Engagement should be as succinct as possible and maximum of 3 sides of A4. The content should cover: 1. Details of relevant experience/ track record, including range of clients supported; 2. A commitment to attend a bilateral meeting between 11th — 22nd April (attendees are permitted to bring a maximum of 3 representatives); 3. A designated point of contact from the organisation. DE&S intends to engage with a cross section of industry that demonstrate the following criteria: 1. Experience in delivering complex innovative projects / services; 2. Experience in delivering multiple projects / services concurrently; 3. Experience in delivering collaborative projects. Organisations that do not receive an invitation to the early industry engagement will still be issued with the predetermined question set that will structure the process and may submit their answers to DE&S in writing. Participants in the Early Engagement may be requested to adhere to specific governance including appropriate Non-Disclosure Agreements (NDAs) at the Governments request to address issues of confidentially and conflicts of interest. DE&S will not meet any costs incurred by participation in the Early Engagement.
