Detection apparatus for mines. The SALVUS UOR AO1618 arose in 2011 and covered the design and development of a Mounted Close Combat Safe Lane Marking System for use in support of Operation Herrick. A FATS3 competition was run for the design and initial prototyping – this was subsequently won by PA Consulting Group and the contract covered the provision of the design, development and production of a prototype to TRL7. The Contract was completed in December 2011. Manoeuvre Support Team [MST], part of the UK Ministry of Defence, intends to place a contract with PA Consulting Group for the supply of 40x safe lane marking systems. This will be the first production order and will ‘prove’ the design during a limited production run; this is also in accordance with IPR guidelines for Industry No. 10. The Authority shall also secure a full Manufacturing Data Pack [MDP] as an output under said contract with PA Consulting Group therefore allowing any subsequent production purchases to be made via competition, if required. This strategy has been fully endorsed by MST, IPRG and DGCS. It is considered that this contract can be placed utilising the Negotiated Procedure without Prior Publication of a Contract Notice pursuant to Article No. 28(1)(e) of Directive 2009/81/EC (Regulation 16(1)(a)(ii) of the UK Defence and Security Public Contracts Regulations 2011. This is due to technical reasons constraining the Authority to one supplier. The Mounted Close Combat Safe Lane Marking System cannot be manufactured and provided without the technical knowledge of the selected supplier. MOD intends to award this contract to PA Consulting Limited as that company are the only contractor with the technical expertise to be able to supply the 40 units required. This is because PA Consulting Limited has developed the Safe Lane Marking System from concept study through to production of a one off prototype which MOD now wish to produce. No other company has the expertise or know how or capability to supply 40 of these units. This is because at this time this product is not on the open market.
