Tetra Air to Ground Radio Equipment Maintenance, Repair, and Support Services.

The Home Office Terrestrial Trunked Radio (TETRA) Air to Ground (A2G) Radio Project (TETRA A2G Project). This Prior Information Notice (PIN) is published to alert the marketplace to a potential upcoming opportunity in relation to the maintenance, repair, and support of the existing fleet of TETRA radio communications equipment used for Police operational communications by the fleet of Police Aircraft in England, Scotland and Wales over the Public Safety Radio Communications Network (more commonly known as Airwave TETRA Network). Police use aircraft in critical day-to-day operations for surveillance and information gathering used in assisting their operational colleagues on the ground. These aircraft need to be able to communicate with both control room operators and the Emergency Service users (e.g. Police Officers) on the ground. This is achieved through the use of TETRA A2G radio equipment which is compatible with the existing Airwave TETRA Network. The TETRA radio equipment consists of 3 components — 2 control heads and a set of 3-4 radios. The control head and radio enclosures are made by Cobham Antenna System (Cobham) incorporating the radio modules manufactured by their sub-contractor Thales. The number of airframes currently requiring TETRA radio equipment maintenance, repair and support numbers circa 29. Each aircraft has up to 2 control heads (Master Control Head — CH450 and Remote Control head — RH450) and either 3 or 4 radios installed. The Home Office managed service contract with Cobham Antenna System, used for maintaining (i.e. covering repair, upgrades, programme management and Incident Support Desk) the existing fleet of radio equipment runs until Dec 2015. The police A2G aircraft fleet is due to move to the new Emergency Services Network (ESN) being delivered by the Home Office led Emergency Services Mobile Communications Programme between 2017 and 2020. Therefore a new support and maintenance agreement for the existing TETRA radios will need to commence in Jan 2016 to cover a period of up to 4 years (potentially a 2 year fixed term with further year on year extension) during the ESN transition period. This potential procurement exercise should not be confused with the requirement for the ESMCP programme and ESN. The TETRA A2G Project deals with the existing police fleet of A2G radio equipment prior to crossover to the new ESN. This PIN is being issued to the marketplace as the TETRA A2G Project is seeking to commence Market Engagement in order to: 1) Provide the market with an opportunity to find out about the TETRA A2GProject requirements and general direction at an early stage; 2) Test the market capability to maintain the existing TETRA radio equipment and its control display unit; 3) Provide the market with an opportunity to indicate their interest in the TETRA A2G Project and/or provide feedback on the feasibility of the TETRA A2G Project's requirements; 4) Test previous informal market sounding feedback received from the marketplace on its general capability (or not) to manage the existing fleet of TETRA A2G radio equipment; and 5) Inform the TETRA A2G Project in delivering a value for money procurement strategy. This market engagement exercise will be managed through the Crown Commercial Services (CCS) eSourcing suite. Interested suppliers will have to register on the Portal.
