This tender exercise is being conducted electronically in conjunction with a company called e-Three via their externally hosted web server. Your attention is drawn to VI.3. Sandwell MBC and Transform Sandwell is undertaking a procurement exercise on behalf of the Black Country Purchasing Consortium (BCPC) to establish a framework agreement for the supply of coated roadstone materials. Transform Sandwell is a strategic partnership between Sandwell Council & British Telecom delivering a range of corporate and support services over a 15 year period including procurement and finance. The BCPC is a partnership in procurement formed between the Borough Councils of Dudley, Sandwell, Walsall and the City Council of Wolverhampton. One of its primary objectives is to establish collaborative framework agreements for the supply of goods and services that are commonly purchased across all four Councils. It is for each authority to determine if they wish to participate / utilise each particular contract or framework agreement. For the purpose of this tender exercise, only Sandwell MBC & Dudley MBC have confirmed their intention to utilise this framework agreement at this present time, though Walsall MBC & Wolverhampton City Council may wish to utilise it during the term of the framework agreement. Each Council will be responsible for the placing and subsequent payment of its own orders. All orders placed under the framework agreement will be in accordance with Sandwell MBC's Terms and Conditions for the Supply of Goods and Services and the Special Conditions of Contract for the Supply of Coated Roadstone Materials. Tenders are invited for a 3 year period, with the option to extend for a further 1 year period subject to satisfactory performance and agreement of prices / rates. Due to the nature of the materials / goods, required to be supplied under the framework agreement, the Contractors will be required to have a plant, which can offer the ability for the delivery of the materials / goods to the required destinations with identified notice periods and also for the Council to collect small quantities of the materials direct from the Contractors plant in its own vehicles at short notice.
