The proposed Tunnels Refurbishment Project comprises the refurbishment of the Main Tunnel and Cargo Tunnel at Heathrow Airport, to provide new life-safety systems and improve business resilience should an incident occur. The Main Tunnel, built in 1950's, is the primary entrance to the Central Terminal Area. It is a 630m twin bore road tunnel with two lanes per bore and two additional single lane side bores. The Cargo Tunnel, built in 1960's, is a bi-directional airside road tunnel. It is 830m long and comprises 630m of bored tunnel and 100m of 'cut and cover' sections at each end.The scope of work includes the installation/ replacement of the ventilation equipment, fixed fire suppression, passive fire protection, fire and incident detection equipment, lighting systems, electrical systems, telephones and CCTV systems, emergency points, radio rebroadcast system, domestic water and fire mains, speed enforcement cameras, drainage, the SCADA/ PLC system, cross-passage doors/ escape routes, and emergency signing and tunnel closure systems. Heathrow Airport Limited (HAL) has developed a performance specification and indicative drawings for both the Main and Cargo Tunnels systems, which will be issued as part of the Invitation to Tender. The supplier will be required to develop a detailed design in accordance with this information for Client approval. The supplier will be required to take ownership for the maintenance of existing systems within the tunnels until their replacement, as well as the maintenance of the new systems until they are handed-over to the Client. This will be measured against the achievement of maintaining the minimum operating requirements through the life of the project within the Main and Cargo Tunnels. Additionally, the Supplier will be required to design, supply and install a PA/VA system in the Airside Road Tunnel (ART), where no other works are required and maintenance responsibility will be retained by HAL.
