Database-management system. Software package and information systems. Waste analysis services. Leicestershire County Council is looking to procure a waste data management system to manage the handling, treatment and disposal of waste in a cost effective manner, which also enables them to meet their reporting obligations to DEFRA efficiently. The solution will: 1. Support Waste Management in its day to day management of data of it's disposal, treatment, composting and recycling contracts and payment of associated invoices in an effective and efficient manner; 2. Be installed, configured, tested, and provide data migration services (if necessary), provide business change consultancy (if required), be signed off for acceptance and provide the ongoing maintenance (including any upgrades) and support; 3. Have the capability to integrate with internal systems namely, but not restricted to, Oracle eBusiness Suite R12 (financials, CRM) 4. Have the capability to integrate with external systems (e.g. weighbridge systems, Other Local Authorities, Third sector systems) to enable these systems to upload data on to the solution and users to self-service; 5. Offer perpetual licences; 6. Be web based; 7. Interface and upload data into DEFRA's Waste Data Flow (WDF) website; 8. Allow ad-hoc and routine reporting of all data. To have fixed reports as well as to be able to produce reports to individual requirements; 9. Provide a test and training area/system and provide additional training where deemed appropriate. Other Considerations 1. The Council is exploring opportunities to deliver shared services. An option is therefore required (which also includes the right to grant sub-licences) that will allow the Council to deliver the functionality of any procured solution to other local authorities within the East Midlands Region to maximise the opportunities for investments and to deliver an overall cost effective service/solution that is flexible and scalable to meet the shared service agenda and changing needs 2. Whilst the Council currently has an in-house solution this procurement exercise will include an alternative option for an offsite hosted solution/service Contract Period Interested bidders should note that, subject to the comments below, the contract term will be for a period of 5 years with an option to extend for a further 10 years on an annual or multiple year bases taking the contract term to a maximum of 15 years. Leicestershire County Council anticipates the following: 1. The Contract shall become effective upon the date on which the Agreement is signed. Following this there shall be an initial period of approximately 3 months to allow the implementation, migration, testing and acceptance of the solution. 2. Upon satisfactory and successful completion of the implementation, migration, testing and acceptance of the solution the contract term of 5 years shall immediately commence, including support and maintenance of the whole solution. 3. Upon expiry of the said contract term of 5 years the Council will have an option to extend the contract, including support and maintenance, on an annual or multiple years basis, up to a maximum period or periods not exceeding 10 years in total.
