Division into lots No. II.8) Additional information: Plymouth District Energy Procurement Partnership which consists of Plymouth City Council, the University of Plymouth and the Plymouth Hospitals NHS Trust are currently preparing a joint procurement for the services of an Energy Service Company to finance, design, build and manage a District Energy Network.The intended outcome of the project will be to establish 2 self contained District Energy Networks to service the Derriford and City Centre areas of Plymouth that— Reduce the cost and carbon emissions associated with the supply of energy to customers connecting to the network.— Enable the delivery of new low carbon development and regeneration schemes in a cost effective way, by establishing catalyst district energy schemes that can be expanded to serve development and regeneration schemes.Prior to any launch of a procurement process, the Partnership are engaging in a soft market testing exercise to assess the energy market’s capacity, interest and capability. As part of this exercise the Partnership are interested to hear the views of the market on the delivery of this service as this will clarify the options appraisal undertaken and business case development. The Partnership would therefore be pleased to receive responses from the Energy industry and will make available to interested organisations a project briefing note and accompanying questionnaire.Responses received will help the Partnership assess the market in terms of technologies, experience, knowledge and interest. The closing date for returning the questionnaire is 17:00 hours on 21.3.2011. Individual discussions may be held with organisations following receipt of completed questionnaires in March/April to clarify and explore responses in order to inform a future procurement process. Please note this invitation has been issued as an information seeking exercise and is not part of a procurement process.
