Research, analyses and consultancy services

The Stortinget's Administration intends to enter into a framework agreement with Gartner Group Norge AS for services of supplier independent research, analyses and consultancy. Specific requirements for the services. 1. The provider's analyses shall be based on: — Acknowledged analysis models for technology development, maturity and distribution. — Acknowledged analysis models for ranking and positioning of providers for various markets and technology fields, and — Well defined and acknowledged research processes. The provider's methods shall be based on: — Acknowledged and well defined methods based on the best practice principle for classical challenges in IT and organisation of IT: — IT strategy. — Sourcing. — IS Governance. — Portfolio management. — Enterprise Architecture. — Organisation of IT. — Application modernisation. — IT cost optimization. 2. Membership based services: The provider shall offer a membership based agreement with fixed prices for the various services and well defined deliveries such as: — Function based portals. — Free access to analysts involved in the programme. — Free access to analyses, methods, templates and systems included in the various programmes, as well as availability on the Internet through dedicated portals. — Analyses on strategic levels, including reference architecture, as well as concrete, tactical consultancy related to implementation. 3. Function based programmes: The provider shall offer: — Dedicated portal with relevant content for each function. — Analyses, methods and systems which address problems in the various functions. — Easy to configure portal for individual requirements (e.g. My Providers, My Library, My analysts, My Key initiatives). — Network possibility with other members that provides equivalent services or functions 4. Programmes for IT managers and IT organisations: — Minimum one of the offered programmes shall address the Information Technology (IT) management. — Minimum one of the offered programmes must address the Information Technology' managers in general. — Coaching in relation to strategically and tactical nature in accordance with a preset pattern and requirements for IT executives as well as selected IT management functions. — Minimum 2 annual network meetings with other IT managers from the public sector. This includes manager in Norway, the Nordic Countries and internationally. — Option for team based deliveries for the IT management and the IT organisation in general. — Support the IT organisation in achieving objectives set by the organisation, through efficient use of technology. 5. The provider shall cover all the aspects of the IT area. This includes: — Consultancy services to end user organisations (“Users of technology” - not providers) based on interviews, analyses, and daily contact with other, corresponding organisations. The objective is e.g. to prepare the best practice for various areas in connection with utilisation of technology in the organisations. — Monitoring the providers in the various technology markets by. i.a. ranking the suppliers in a given market, assessment of the providers' own development based on acknowledged technology. — Monitoring technology with tendencies for use, analyses of effects the technology may have on the various parts of the society, analyses of the various stages a technology goes through from idea until it is commercially available in the market and in daily use in organisations. — Monitoring the market with marked analyses that includes statistics of market shares, prognosis and market tendencies. The analyses shall be both qualitative and quantitative. — A wide offer of trade conferences, seminars and Symposia, both in Norway and internationally. 6. Consultancy services. — The provider shall offer consultancy services in close relation to, and based on access to the same research and analyses materials offered through the subscription services. — The consultancy services shall be delivered for the following fields: — IT Strategy. — Sourcing. — IS Governance. — Portfolio management. — Enterprise Architecture. — Organisation of IT. — Application modernisation. — IT cost optimization.
