The SELECT for Cities Pre-Commercial Procurement is implemented by means of a Framework Agreement covering 3 R&D phases, with specific Specific Contracts for each of Phases. The Framework Agreement sets all the framework conditions for the entire duration of the PCP (covering all the Phases). The Framework Agreement remains binding for the duration of all Phases for which Contractors remain in the PCP. A Contractor must have been awarded a Specific Contract for Phase 1 in order to be considered for Phase 2; a Contractor must have been awarded Specific Contracts for Phases 1 and 2 in order to be considered for Phase 3. Tenderers that are awarded a Framework Agreement will also be awarded a Specific Contract for Phase 1. Phase 1 shall have a maximum duration of 2 months. A call-off will be organised for Phase 2. Only Contractors that successfully completed Phase 1 will be eligible to submit a Tender for Phase 2. Phase 2 shall have a maximum duration of 6 months. A second call-off will be organised for Phase 3. Only Contractors that successfully completed Phase 2 will be eligible to submit a Tender for Phase 3.
