The contracting of design, engineering, construction, supply, installation, burial, handling and commissioning of submarine 220KV AC power cables including all necessary accessories, such as joints and terminations. And an integrated fibre optic cable for monitoring and communication. The scope is a complete installed cable system. After commissioning, the Tenderer can include operations, maintenance and repair. All provisions should be taken in order to install a RTTR (real time thermal rating system). We estimate the total length some 150 to 200 kilometers for the high voltage transmission. The lifespan of the cable system and installations should be 50 years. All provisions should be taken for the cable entrance means in the nodes ‘Alpha' or ‘Beta' There will be several batches ordered of this global amount: - Cables from node ‘Beta' towards shore. Beta should be energized 9.2016. - Cables from node ‘Alpha' towards shore. Alpha should be energized 9.2017 - Cables between nodes ‘Alpha' and ‘Beta', to be installed and energized 9.2017. Remarks: the final scope is not yet defined. The scope of the contract (subject to modification) also includes: - to respect above mentioned functions and components. - all marine protections including crossings of existing cables, pipelines, shipping lanes and other. - All cable interfaces for the import and export cables. -Giving input on the design of all sub-level infrastructures (cable hang offs, J-tubes) to connect the cables in our OHVS. - interface management with parties such as Owner's Engineer and Certification Agency. - compliance with the demands of the client certification body. - compliance with the demands of Heath, Safety and Environment. - compliance with the demands of the clients quality manuals. Detailed information will be given in the call for tenders In the development of this project we defined several stages (subject to modification): 1. Development by Elia & Owner's Engineer; a. Concept & Feasibility, b. Permits & Consents, c. Design Basis (Frame with all right & applicable information), 2. Contract Negotiation with Contractor; a. Contractor Proposal, b. Design Specification, c. Test programme of type, d. FEED (Front End Engineering Design), 3. Turnkey contracting by awarded contractor; 4. Operations – repair - maintenance; There are several parties involved in these stages: - Project Owner: Elia or a specific entity (see remark ‘Contracting party'), - Owner's engineer of Elia, - Marine Consultant, - Certification body, - Turnkey Contractor: subject of this tender.
