The European bank for reconstruction and development has developed a project together with state communal enterprise “Semey Vodokanal”, the Akimat of East Kazakhstan Oblast and the Akimat of the City of Semey to upgrade the water and wastewater services in the City of Semey. State communal enterprise “Semey Vodokanal”, hereinafter referred to as “the employer”, intends using part of the proceeds of a loan from the European bank for reconstruction and development (the Bank) towards the cost of Semey water project. The employer now invites sealed tenders from contractors for the following contract to be funded from part of the proceeds of the loan: Lot 1: WS — Reconstruction of water supply networks Lot 2: WW — Reconstruction of wastewater infrastructure Description Lot 1: — Reconstruction of approx. 9,2 km of water supply system in the City of Semey and Yunost village, out of which approx. 900 m trenchless. Description Lot 2: — Reconstruction of gravity and pressure sewers, including wastewater pumping station VIBUP tenders are invited for 1 or 2 lots. Each lot must be priced separately. Tenders for more than one lot may offer discounts and such discounts will be considered in the comparison of tenders. Tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms from any country. To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria: The tenderer shall have an average annual turnover as prime contractor (defined as billing for works in progress and completed) over the last five years of not less than: Lot 1: EUR 3 000 000 equivalent Lot 2: EUR 2 000 000 equivalent The tenderer shall has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to meet the construction cash flow for the contract for a period of 4 months, taking into account the applicant's commitments for other contracts, estimated as not less than: Lot 1: EUR 800 000 equivalent Lot 2: EUR 400 000 equivalent For each lot, the tenderer shall demonstrate that it has successful experience as prime contractor in the execution of at least 3 projects of a nature and complexity comparable to the proposed contract within the last 5 years that have been successfully and substantially completed and that are similar to the proposed works, each with a value of at least: Lot 1: EUR 2 500 000 equivalent Lot 2: EUR 500 000 equivalent In addition, the following specific experience: Lot 1: — Construction of water supply networks, — At least two contracts of construction of water supply networks using trenchless technology. Lot 2: — Construction of wastewater networks, — At least one contract on construction/ reconstruction of a wastewater pumping station with a capacity of min. 100 m3/h. In case of tendering for more than one lot, the total of the lots’ average annual turnover, financial resources and experience are required. Tender documents may be obtained free of charge from the office at the address below. Upon receipt of appropriate request, the documents will promptly be sent electronically; however, no liability can be accepted for their not or late delivery. In the event of discrepancy between English and Russian version of the documents, the English version shall prevail. A pre-tender meeting will take place, at the following date and time: 13.3.2018, 10:00 a.m. local time. All tenders must be accompanied by a tender security as follows: Lot 1: EUR 40 000 Lot 2: EUR 10 000 Or its equivalent in KZT. In case of tendering for more than one Lot, the total of the tender securities is required. Tenders must be delivered to the office at the address below on or before on 13.4.2018 at 15:00 hours (local time), at which time they will be opened in the presence of those tenderers’ representatives who choose to attend.
