Brighton and Hove City Council is seeking to commission Public Health Community Nursing services for children and young people aged 0-19 from 1.4.2017. The Public Health Community Nursing services included in the contract are health visiting; breastfeeding support and school nursing. The provider will deliver strong universal services in line with the current mandated requirements, work towards early identification of problems and collaborate with other services to support families with complex needs. The services will also work in partnership with all local key partners to improve collaboration and cohesion e.g. midwifery, primary care, early years, education settings, Early Help Hub, sexual health and substance misuse services. The provider will deliver improved Public Health outcomes across a range of areas including: — Reduced maternal smoking at delivery; — Reduced overweight and obesity in pregnant women; — Improved breastfeeding initiation; — Improved parenting confidence and skills; — Improved child development at 2 — 2.5 years; — Reduced overweight and obesity in pre-school children; — Improved readiness for school; — Reduced excess weight in 4-5 and 10-11 year olds; — Reduced smoking prevalence in 15 year olds; — Increased Chlamydia diagnoses in 15 — 24 year olds; — Reduced under 18 conception rates; — Reduced drug and alcohol use in young people. The provider will maximise local social value through improved connection with local communities including Primary Care clusters, and Brighton & Hove City Council neighbourhoods. The approach will be asset-based at individual and community level with for example the development of peer support groups and social networks. The duration of the contract will be 3 years with the option for a further 2-year extension. The tender will be evaluated using a price/quality ratio and the procurement documents will contain full details. This notice is also being used as a call for competition in accordance with Directive 2014/24/EU of the European Parliament and of the Council Article 48(2)’.
