This contract is for a framework of suppliers to be used primarily in the delivery of the Planning Advisory Service (PAS) programme. Many suppliers will be planning specialists, but related skills as well as more general consultants will be required. Although planning knowledge is not always required, an understanding of local government is. The Planning Advisory Service is a programme funded by the Department of Communities and Local Government. It helps councils understand and respond to the reform of England's planning system. It has been part of the Local Government Group since 2004. It is currently funded from April 2011 to March 2015, although this contract term cannot be guaranteed as it is dependent on annual review. The PAS supplier framework will be made available to other organisations, including other parts of the Local Government Group (such as the Local Government Association) and Councils in England. However, this broader use of the framework is not considered further and this tender will focus specifically on the delivery of the PAS programme. We require between 30 and 50 suppliers to carry out a range of tasks over the remaining life of this programme. The tasks range from small one-off pieces of work to longer-term projects involving significant resources. PAS does not charge for its work, and makes all its materials freely available on the web. For this reason, suppliers will not be able to retain any exclusive intellectual property rights on work generated under this contract.
