The Norwegian Parliament shall enter into a contract for service and maintenance of security installations (bollards, doors, doors etc.) and invites tenderers to request participation in the competition. The contract that shall be signed also includes corrections and repairs to the installations, and it is a prerequisite that the tenderer who is awarded contact can offer a 24/7 support/stand-by scheme with a duty scheme. See Annex 1 - Requirement Specifications for further information on what is included in the contract. The competition will be carried out as a security graded procurement in accordance with the procedure competition with negotiations, cf. the Regulations on Defence and Security Procurements (FOSA) § 11-11. The competition with negotiations will be carried out in two phases - first a phase with the selection of tenderers (the qualification phase) and then a tender phase with negotiations. Only invited tenderers will participate in the tender phase. The contract shall be signed for four years, with a right for the contracting authority to extend the contract for up to four years (1+1+1+1 year). A security agreement shall be signed with the tenderer who will be awarded the contract. The tenderer ́s personnel who shall carry out deliveries under the contract must sign a confidentiality statement and have an authorisation conversation with the Customer before the deliveries start. Personnel who have a need for such access shall be security cleared/authorised in accordance with the at any given time applicable provisions for this.
