Translink, comprising of Northern Ireland Railways, Metro and Ulsterbus is the all embracing title for the integrated public transport operations in Northern Ireland. Translink requires a competent contractor to supply, install and maintain a wayside wheelset condition monitor system to measure axle bearing condition, wheel loads and defects across Translinks Fleet of rail vehicles and relate the information recorded to specific axle/wheels and vehicles. The wayside wheelset condition monitor system will be located at one location in and around the Greater Belfast area so that the majority of the fleet can be monitored on a daily basis. Translinks fleet of rail vehicles consist of 23 Class 3000 CAF 3 car sets, 21 DeDeitrich Coaches for Cross Border Express and 20 Class 4000 CAF 3 car sets that are currently in the process of being built. Translink operates rail services over a network comprising 462 kilometres of track and 328 route kilometres. The wayside wheelset condition monitor system must be capable of processing data from a large numbers of trains in a short space of time with all information being recorded in a central database that is remotely accessible. The system must also be capable of issuing alarms on a condition dependent basis that represents high risk/cost to business as well as user definable warning levels at preset conditions to enable a robust maintenance regime to be in place so as to remove all in service failures due to wheelset defects. The system must also have a detailed reporting function that can be programmed to produce standard reports automatically and provide the ability to produce custom reports, so that defects can be traced as they progress by vehicle/axle/wheel. The initial maintenance contract will be for a period of 3 years with options to extend for a further 5 periods of 1 year each.
